Sous-ticket de #186. Concevoir et implémenter un espace temporaire partagé entre projets IdeA, hors /tmp, gouverné par IdeA. Attendus : handles opaques, leases, stratégie de GC, root global inter-projets, projection contrôlée dans la sandbox, pas de path librement inventé par les agents. Plan MVP backend/runtime acté le 2026-08-13 : port ManagedTempStore, implémentation FS sous app_data_dir/managed-tmp, métadonnées par handle, use cases allocate/resolve/release/gc, câblage sandbox et tests.
